EU, EEA and Swiss citizens can settle freely in Luxembourg, but a declaration of arrival and a registration certificate are required for stays over three months. Here is how it works.
Thanks to free movement, citizens of the European Union, the European Economic Area (Iceland, Liechtenstein, Norway) and Switzerland need neither a visa nor a residence permit to live and work in Luxembourg. Two formalities nevertheless remain compulsory for any stay of more than 90 days.
The right of residence is recognised if you are in one of these situations: you work as an employee or self-employed person; you have sufficient resources and health insurance (economically inactive persons); you are a student enrolled in an approved institution with health insurance; or you are a family member of a person meeting one of these conditions.

Preparing official paperwork and completing administrative steps for your registration certificate.
| Status | Main supporting documents |
|---|---|
| Employee | Employment contract or declaration of engagement |
| Self-employed | Proof of activity (business permit, registration) |
| Economically inactive | Sufficient resources + health insurance |
| Student | Enrolment in an approved institution + health insurance + declaration of resources |
| Family member (EU) | Marriage / birth certificate + certificate of the sponsor |
After five years of legal, uninterrupted residence, you can request a permanent residence certificate from the General Directorate of Immigration. Family members who are third-country nationals receive a residence card of a family member of a Union citizen, then a permanent residence card. Note: the registration certificate is not an identity document; always keep a valid national ID card or passport.
