Rent subsidy, help with the rental guarantee, capital aids for buying or renovating, climate loan and affordable housing: a map of Luxembourg's housing aids and how to apply.
Faced with high housing prices, the Luxembourg State has put in place a set of individual housing aids, managed by the single point of contact for housing aids of the Ministry of Housing. Most depend on income, household composition and on not already owning a home.
| Aid | For whom? | Nature |
|---|---|---|
| Rent subsidy | Low-income tenants whose rent weighs heavily on the budget | Monthly aid, amount based on income and household composition |
| Help financing the rental guarantee | Tenants who cannot advance the deposit | State guarantee towards the landlord or the bank |
| Capital aids for acquisition (premium, savings, improvement) | Buyers or owners subject to income conditions | One-off premiums to buy, build or improve |
| Interest subsidy and State loan guarantee | Households with children or modest incomes | Reduced interest burden, guarantee easing access to credit |
| Climate loan | Owners carrying out energy renovation | Reduced-rate or zero-rate loan depending on income |
| Affordable housing (rental and sale) | Eligible registered households | Offer of the Fonds du Logement, the SNHBM and the communes |
Amounts, income ceilings and scales are updated regularly: check logement.public.lu or guichet.public.lu for the figures in force before applying.
The Fonds du Logement and the Société nationale des habitations à bon marché (SNHBM) build and offer moderately priced homes, for affordable rent or for sale (often with a long building lease). Registration now goes through the national register of applicants for affordable housing: the earlier you register, the better, as allocation depends on priority criteria and availability.
Several aids can be combined - for example the rent subsidy and the help with the rental guarantee - while others are mutually exclusive. The single point of contact for housing aids answers free of charge by phone, e-mail or appointment, in several languages. Communal social offices and State-contracted associations can also help you put the file together: do not give up an aid simply because a form is hard to understand.
